Taasisi ya Sanaa na Utamaduni Bagamoyo (TaSUBa) is a product of the Bagamoyo College of Arts (BCA) and, this can be traced from 1962 when for the first time in the history of by then Tanganyika, the Ministry of National Culture and Youth was established. The need for training in arts was recognized since 1971 under the Ministry of National Education. This led to the establishment of Bagamoyo Collage of Performing Arts. Between 2003 and 2005, BCA became fully registered with the National Council for Technical Education (NACTE) and from there BCA developed a competence modular based curriculum which has been accredited by NACTE. Towards the end of 2005, a decision was made by then Ministry of Education and Culture, that BCA be transformed into an Executive Agency as part of the government’s Public Service Reform Programs and, therefore Taasisi ya Sanaa na Utamaduni Bagamoyo (TaSUBa) was established on 2nd November 2007 by Government Notice No.220 according to the Executive Agencies Act No.30 of 1997.
MANDATE OF TaSUBa
The main functions and objectives of TaSUBa are to develop and promote Tanzanian arts and culture and impart knowledge of the same to existing and future generations. The specific objectives of TaSUBa are as follows;
- To provide high quality training in arts and culture.
- To provide consultancy services in arts and culture.
- To conduct research activities in arts and culture.
- To produce arts and culture products
- To facilitate an efficient and effective management of the Institute resources.
- To provide other services such as conference facilities and accommodation to clients.
To conduct training, research and consultancy services in arts and culture as well as producing arts products.
“To be a dynamic arts and culture training center of excellence in Africa”.
The core values of that are fundamental to the institute’s identity and provide the foundation for its practices so as to attain its set objectives are as follows; performance oriented, excellence in service, innovativeness and creativity, professionalism, integrity, transparency, accountability, and customer focus.

Applications can only be considered if the institute receives satisfactory evidence that the candidate qualifies for the programmes applied for. All admission decisions are made on the basis of merit and the ability of each applicant to meet the academic criteria for admission to the relevant programme of study. The Institute reserves the right at any time before or during the progress of the programme to revoke the admission and/or registration status should it be found that the applicant used false documents or does not meet the institute’s criteria for admission. The selection team normally opens applications for admission to various foundation certificate, basic certificate, and diploma programmes between March and June for August Intake, and for March Intake it is between September and December this is only for foundation certificate. The selection process takes about four months, after which successful applicants are declared and notified by text messages, letters, media and institute’s website. The application forms can be obtained from the institute or can be downloaded from the institute website.
Once an application is submitted, the institute reserves the right to request additional information from the applicant including, but not limited to, an interview, and those who have been invited for an interview must fulfill the request in order to complete the application process. The interview is normally called in January for March intake and July for August intake.
Applications for admission is made using an application form which can be obtained from the institute upon payment of a non−refundable application fee of TZS 20,000 for Tanzanian applicants, and US$ 20 for foreign applicants. The application procedures can be inquired at any time of the year but a formal call for application is usually made in February of each year for both certificate and diploma programmes.
TaSUBa academic year starts the last week of August and the selected candidates are required to report for studies not later than two weeks after the commencement of the respective academic year. Candidates who fail to register within the prescribed registration period will have their admissions withdrawn. The Institute has also started enforcing the dress code policy within its premises. It is therefore imperative to adhere to the required standards of dressing which project an image of decency and credibility.
Applicants for Diploma programmes are expected to have completed Form Six or its equivalent with at least ONE principal pass and ONE subsidiary OR holder of at least a ONE year Certificate (NTA 4) from recognized institutions or its equivalent OR holder of Teachers Grade A course .
Basic Certificate Programmes
Applicants for the Basic Certificate programmes are expected to have completed Form Four with at least FOUR passes.
Foundation Certificate Programmes
Applicants for the Foundation Certificate programmes are expected to have completed Standard Seven OR Form Four who have not managed to posses FOUR passes.
Applicants for Short Courses must have the required education and or work experience to enable them complete and benefit from the courses.
